Q: What changed in the winter count review?
Dema Orr: The affected crew has tried the revised procedure under ordinary working conditions. That changes what is in the file; it does not, by itself, change the rule.

Q: Which entry should residents look at first?
Dema Orr: the gate’s release board and the ward cistern level marks. This cycle records 9 measured release turns, against 6 in the last count. The dates and the method matter as much as the total.

Q: Why is there still a disagreement?
Dema Orr: Keepers point to a steady total at the gate; residents point to a sharper fall in the last two cisterns. We have not found a single measure that answers both accounts.

Q: What will the next check tell you?
Dema Orr: A mason crew will inspect the final bend during the next low-flow window. If it is recorded by another crew, we can see whether the first result was about the method or about the place.

Q: What should the public not infer yet?
Dema Orr: That a lower or higher count settles how much reserve water reaches the lower wards after a thaw pushes grit through the upper channel. It tells us what was entered, not who should carry the cost.
