The latest confirmed development in upper reservoir is that the docket has returned for review with the exceptions and unresolved objections attached. The update comes from the upper reservoir cut into the west face; officials have not announced a permanent change to the rule.

Pera Durn, water surveyor for the west face, confirmed 24 depth marks checked at dawn in the latest file. The previous count was 21. The figures do not yet resolve whether the city can retain a larger reserve without flooding the maintenance walk below.

The unresolved point is specific: The reserve proposal uses a recent high-water mark; older surveyors say the mark was taken before the spillway was cleared. No finding has established that either account is final.

The current arrangement remains in place. The office has not said whether it will change before the next review.

NEXT UPDATE: The survey office will publish both measurements and their dates side by side. The file will be updated when the second check is complete; until then, the confirmed record is narrower than the claims around it.
